As a natural extension to our performance management and BI engagements, our team is often called upon to develop applications to integrate business functions or data that is not resident in the enterprise systems. Our flagship engagement in this arena is the budget and planning solution that we developed for the District of Columbia Government’s Office of Chief Financial Officer. With over 75 agencies, a 10B USD operating budget, a US Congress legislative deadline for budget production, and providing one-of-a-kind services that is a mix of local and state-level functions, the DC Government is truly a unique organization. After two attempts to implement ERP products for budget and planning, the OCFO reached out to Entigence to develop a solution. Within a few months of award in 2006, we designed, implemented, and rolled out a robust budget and planning solution that allows transactional data entry and a multi-dimensional data-driven decision and planning engine – a combination that is not offered by any ERP vendor.

In Fall 2010, the DC Government is planning to prepare use of our application for the sixth consecutive budget preparation. Since its inception, we have incorporated capital budgeting and position budgeting into our solution. The solution, Budget Formulation Application (BFA), is built on Microsoft’s ASP.Net platform with an Oracle band-end and Cognos for business intelligence.
